I would like to have both Tabs and Menu bar at the same time. It’s not a problem in many other softwares like Firefox or Notepad++, why isn’t it allowed in Sumatra?

I know, but that requires an extra click, and some people don’t like it. This topic is a feature request

Looks like your only option might be to compile Sumatra yourself with the necessary modifications.
