Is there a way to read comments as a list in a column ? I see comments when hovering with the mouse, but this does not allow to see them as a list (making sure I don’t miss any) or to delete them.
I also do not understand how to add comments ?

As a lightweight viewer SumatraPDF does not add comments (except experimental highlight / annotations in the pre-release version) It can as you say show them in-situ whilst hovering over them.
There are several PDF editors that can list comments and whilst I have not tested it the lightest appears to be PDFill Basic Editor (Freeware) which has a “Summarize Comments” feature
