Home / Click on scroll bar to shift instead of dragging

Hi guys, I was wondering if there is a setting to just click on the scroll bar and have it snap to the location instead of having to drag? Thanks in advance!

Its a moving target thing
Use the gear shift button at the same time as left clicking
